Search Lucas County Inmates

Lucas County inmate records are published by the Lucas County Sheriff's Office through a Booking Summary PDF that covers people booked into the county jail within a recent date window. Anyone who needs to search Lucas County inmates can access the PDF directly from the Sheriff's website. The roster is updated every four to six hours, so it reflects recent custody changes rather than live data. The Lucas County jail holds people at all stages, from initial arrest through pretrial detention and short-term holds. Most bookings involve serious felony charges, but municipal misdemeanor and traffic arrests, outside-agency detainers, and federal holds also appear in the same document. Knowing how the PDF works helps a search go faster.

Lucas County Corrections Center Overview

The Lucas County Corrections Center sits at 1622 Spielbusch Avenue in downtown Toledo. It opened in 1977 and operates as a nine-level adult detention facility with six inmate housing floors. The building has a recommended capacity of 403 inmates. The booking area is approved to hold up to 65 people at one time. Sheriff Michael J. Navarre oversees the facility. The corrections division phone is 419-213-4945, and the main control line is 419-213-4425. Booking inquiries go to 419-213-4962. The jail is described on the Sheriff's official site as essentially a pretrial facility where most inmates are being held on serious felony charges.

The booking area processes about 15,430 inmates each year. That is a throughput figure, not an average daily population count. On any given day the roster will include pretrial felony detainees, misdemeanor and traffic arrestees, holds for other agencies, and federal in-transit inmates. The Booking Summary PDF reflects everyone booked during the most recent date range shown in the report header. People who have been transferred to state prison, moved to federal custody, or released will not appear as active in the PDF but may still show under a Released On status if they were booked within the covered window.

The Corrections Center does not share custody data with the Ohio Department of Rehabilitation and Correction or the federal Bureau of Prisons. Each system is separate. A person sentenced to state prison is no longer in county custody and will not appear in the Lucas County Booking Summary after transfer.

How to Use the Lucas County Booking Summary

The Lucas County Booking Summary is a PDF file linked from the Lucas County Sheriff's Office website. The direct file is at lcapps.co.lucas.oh.us/ftproot/noris/upload/lcsheriff/data/lccc-bookingsummary.pdf. The report header shows the date range covered and the time the file was last generated. Because there is no text search form built into the tool, the find function in your browser or PDF reader is the primary way to locate a name.

  1. Open the Booking Summary PDF from the Sheriff's site or the direct link above. Your browser will display it inline, or you can download it to your device.
  2. Note the report header. The "Offenders Booked Between" field shows the date range, and "Report Dttm" shows when the file was last generated. If the report is more than six hours old, a newer version may be available by reloading the page.
  3. Use the find function in your PDF viewer (usually Ctrl+F on Windows or Command+F on a Mac) and type the person's last name. The PDF is text-based, so the search will highlight any matching entries.
  4. Review each result. Entries are grouped by person and show name, booking date and time, charges with the associated court, arresting agency, arrest date and time, current status, and any detainer or holder information.
  5. Check the Current Status field. "Active" means the person is still in custody as of the report time. "Released On" followed by a date and time means the person left custody during the covered window.
  6. If you do not find the person, call the Corrections General Information line at 419-213-4425 or Booking at 419-213-4962. The PDF has a lag of up to six hours and may not reflect very recent intakes or releases.

Note: The PDF is regenerated on a schedule. Searching several hours after a booking is typically enough time for the entry to appear, but very recent bookings may not show yet.

Booking Process at the Lucas County Jail

When someone is arrested and brought to the Lucas County Corrections Center, booking is the first step. The booking area handles both entry and release for all detainees. On initial intake, staff conduct a medical screening to check for urgent health needs. Personal property is inventoried and stored for safekeeping. The facility uses a body scan as part of the intake process. Ohio law requires DNA collection, fingerprinting, and mugshots as part of the booking process for covered offenses. After these steps, Pretrial Services and Inmate Services personnel assess the person for housing placement, program eligibility, and any risk factors.

The Sheriff's site describes Strategic Inmate Management and Inmate Behavior Management as training frameworks the Corrections Division adopted in 2025 and 2026 for all staff. This approach shapes how classification and housing decisions are made. Inmates may participate in counseling, religious services, drug and alcohol treatment, recreation, library hours, non-contact visitation, and medical services during their stay. Medical and psychiatric care is provided through VitalCore Services. The Inmate Services team also connects people with community providers for mental health, substance abuse, and housing support needs.

Note: A person can be booked and appear in the Booking Summary PDF before a court case is opened in the Common Pleas or municipal court docket. The two systems update on different timelines.

Visitation Hours at Lucas County Corrections Center

All visitation at the Lucas County Corrections Center is non-contact video only. In-person physical contact visits are not an option. Visits are by appointment and must be scheduled by calling 419-213-4863. You can call no sooner than six days before the visit and no later than one business day before it. Because the facility has no visits on Sunday or Monday, a Tuesday visit must be arranged by the Saturday before it. A visitation counselor will return the call within 24 hours, except on Sunday and Monday.

Every visitor must be on the inmate's approved visitor list before calling to schedule. A complete warrant check is run on each visitor. Anyone with an active warrant will not be allowed to visit. Arrive in the front lobby at least 10 minutes before the scheduled start time with a valid photo ID. One adult may visit at one time. Two adults may visit together only if both are the inmate's parents or grandparents. Children age 17 or under may visit only when accompanied by a parent or legal custodian, and a birth certificate or proper photo ID for the child is required. Inmate Phone and Funds at Lucas County Jail

Inmates at the Lucas County Corrections Center can receive phone calls through ICSolutions, the facility's phone service provider. Family members and others who want to receive calls need to set up an account through ICSolutions. Money for commissary items, phone time, and other approved uses is deposited through Access Corrections. This is the general funds platform used by the Corrections Center. State and Federal Inmate Searches Beyond Lucas County

The Lucas County Booking Summary covers only people in custody at the Corrections Center on Spielbusch Avenue. It does not include people held at Ohio state prisons or federal facilities. If someone has been sentenced to state prison or transferred out of county custody, the county PDF will not show an active entry for them. Two other official systems cover those populations.

The Ohio Department of Rehabilitation and Correction Offender Search covers people currently in state prison or under state supervision in Ohio. It is a separate agency with a separate database. Note that female offender numbers in the ODRC system generally have five digits and may need a leading zero added when searching by number. For people in federal custody anywhere in the country, the Bureau of Prisons Inmate Locator is the official tool. You can search by register number, name, race, age, or sex. Both the ODRC and BOP tools are free and do not require an account.

For custody status notifications, VINELink lets you register to receive alerts by phone, email, or text when a person's custody status changes. The service depends on whether the holding agency participates and whether the inmate is enrolled in the system. For Lucas County jail status, always verify directly with the facility as well, because PDF updates can lag by several hours.

Public Access to Lucas County Jail Records

Booking and arrest records at the Lucas County Corrections Center are public records under Ohio law. The Ohio Public Records Act, ORC 149.43, governs records held by public offices including the Sheriff. The act requires that public records be available for inspection during regular business hours. A requester does not have to give a name, submit a written request, or explain the reason for the request. The record only has to be reasonably identified.

The Ohio Attorney General's office publishes a plain-language overview of these rights at the Sunshine Laws and Public Records Act page. That page is a useful starting point for anyone who wants to understand the scope of access rights in Ohio. The attorney general also provides training and model policies for public agencies, and local sheriff and clerk policies generally track that guidance.

The image below is from the Ohio Attorney General's public-records overview, which explains how the act applies to local agencies including county sheriffs and corrections centers.

Lucas County inmate records Ohio Attorney General public records overview page

That page walks through the request process, the kinds of records covered, and what agencies must provide. It is the state-level companion to the local policies published by the Lucas County Sheriff and Clerk.

Jail records that fall under ORC 149.43 include booking data, arrest reports, and similar administrative records held by the Sheriff. Court case documents, however, are governed by a separate framework under the Ohio Rules of Superintendence, Rules 44 through 47. The rules linked from the Ohio Revised Code ORC 149.43 page are shown below as they appear on the official Ohio legislative site, which is the authoritative source for the statute text.

Lucas County inmate records Ohio Public Records Act ORC 149.43 statute page

That statute page is one of the most referenced laws in Ohio public-records practice. It defines what a public record is, lists exemptions, and sets out the rights of requesters and the duties of public offices. For sheriff and jail records, it is the baseline legal framework.

To request records not available in the PDF, use the Sheriff's Public Records Request form. The form asks for the requester's name, the names of parties involved, the date and approximate time of the incident, the incident location, case identifiers if known (LSO, CAD, or RB number), contact information, and a detailed description of the records sought. Paper copies cost $0.10 per page after the first ten pages, which are free. Electronic written records are provided at no charge when available. Dash and body camera footage is processed separately at $75 per hour of video produced, with a written cost estimate provided before production begins.
